Well, if it is clear that they are just decorative (because of a BBB, and not just because the designer told you!), I would think it doesn't matter anymore that they cannot be reached. Of course Vern still has the last say on the matter.
Also, leaving the critters on their own wouldn't quite make sense. And it's a multi-colored key, which is impossible to use anyway
