I went in and added a few additional locales to my Mac to see the keyboard layouts. Do the following keyboards look something like your layouts? I've attached one for Sweden, Italy, and U.S. For us, the plus and minus keys are on the upper right, to the left of the delete key. When I'm zooming in/out in the map screen the game, what I'm actually hitting is [minus] and [equals].
It may sound silly, but could you also try hitting the same two keys on your keyboards regardless of whether they display plus or minus? Just curious if keyboard mappings are being handled correctly. When I switched my keyboards out, I seemed to zoom in/out using the defined US key location regardless of the current locale I was in.
