For what are the reserve at the Zapper Beams. When I give a number to this and i save them I don't know, for what is that? So, when I would to look again, the reserve is at 0. Why?

I have been wondering exactly the same thing all this time!
It is like having a switch with a big caption: Do not activate. Then the one and only thing you will have in your mind is the pressing urge to tamper with it

another question concerning zapper beams, I don't find anywhere an option to make the beam be switched off by default [and then turned on by a switch or something but that I can do...]

You have to put a lever (or switch?) somewhere unaccessible to Jack and use the 'Zapper Beams Off' option in combination with Action Is Default State (or whatever it's called in reality - I forgot the name of the option). Then you hide the switch under some Layer 6 and Bob's your uncle.
