How do you open a mansion in the level builder?

Very strange. Here is what I just did with three-way mansion, and it sounds like it took less effort than what you did Brell:

1.  I
unpacked
the mansion using rezycle
2.  I opened the 'TEXT' directory and looked at all oddly named files, and I renamed them (see before and after images).
3. I opened the mansion and started playing. That's *all* I did, and it worked fine.

Here's another possibility I did using Rezilla:

1. Open the original mansion file with rezilla.
2. Open the TEXT resource branch.
3. Select a resources, and hit CMD-I (Get Info...)
4. Delete the Name for each Entry
5. Save the resource fork.
6. Unpack mansion with rezycle (or not). You can continue to update the mansion if you like until you're ready to make it available to players who use MM HD, or you're ready to upgrade to Lion.

Something should be easily apparent here. It's super easy to fix the TEXT resources up without resorting to Rezilla. Easier than using Rezilla. Also, I never got any additional PICT resources generated, I'm going to try playing with that a little.

The following images show the contents of the 'TEXT' resource directory once extracted using rezycle, and then what they looked like after I renamed them.
