Leon -- Music plays in the replays for me.
I'm 99% certain that it's random chance that replays run at 61fps while gameplay is slower. Replays are identical to gameplay other than not polling the keyboard. Most likely what's doing it is the toggle to windowed mode when you go to open a replay... this is likely doing the extra

switch from fullscreen to windowed, and back to fullscreenthat Rob discovered makes it work at normal speed.
