Lower halves? But there are the corresponding upper halves just above!
Anyway. The extra green and purple keys you have are correct, and the doors / keys mismatch is deliberate (twice you are faced with a choice of two doors of the same colour to open, so you must pick which item behind the doors you want most).
The missing blue is not in the section below the ladder. There is a blue key in: 15711, 16113, 16311, 16710, and 16713. I tend to miss the first one when I play.
