One thing I find strange is the fact that when viewing replays in fullscreen seem to run at 61fps but actually playing the mansions in fullscreen goes at about 19fps

I notice that music isn't used with replays, but I doubt the slowdowns are to do with that

Leon -- Music plays in the replays for me.

I'm 99% certain that it's random chance that replays run at 61fps while gameplay is slower. Replays are identical to gameplay other than not polling the keyboard. Most likely what's doing it is the toggle to windowed mode when you go to open a replay... this is likely doing the extra
switch from fullscreen to windowed, and back to fullscreen
that Rob discovered makes it work at normal speed.

In some of my replays the music doesn't play in the background, also, all of them I have recorded so far haven't had slowdowns

I also notice that the slowdowns in Fulscreen mode do no always occur. I think maybe loading a replay before you play a mansion stops the slowdown.
