Well, in France (at the time I learned at least :

Now, if you experience trouble with this whilst administrating the forum, it could come from a difference in the point of view of whoever is programming the whole thing, in which case -good news- he or she is wrong ;D

As a
normalforummember the highest level (now) is Expedition Leader. You can't become an Administrator or the Global Moderator unless you are asked for by Vern. Vern is by the way the only Global Moderator himself, because the boards are his! He is the one who is paying money, so that we have our forums.
You will also notice that being Global Moderator or Administrator has nothing to do with the number of posts.
